Online Notification: Make click-starts-IM optional, not hardcoded

Description

Behavior in the previous release was that when online notification dialogs are clicked they are dismissed. Behavior in the current release is that when online notification dialogs are clicked, an IM is started to the online agent.

This feature was introduced in build 6287:

Since release, and the related increased usage, group chat has been bombarded with complaints about it. It would be nice to have the option of restoring the old behavior, and possibly also adding the option of opening the agent's profile, i.e. radio buttons in Preferences to choose what that click should do. I am opening this jira to give other users a place to make suggestions as to what they would like regarding this issue.

Personally, I have been using alphas for as long as I have been using Singularity, and I never clicked online notifications until the clamor about this began. From the standpoint of the fact that I do not like being pounced with IM's when I first log on, I would prefer that this feature just get reverted, but choice is nice, when it's feasible to provide it. I'd like to see some other opinions on this, and if interest seems to warrant it, I'll work on patches to give other options than just click-to-close like it used to be.
